Best Value Review of Employment Foundation Service

The Employment Foundation Service (EFS) delivered training and employment services to disadvantaged members of the community who would otherwise be prevented from accessing training due to the high cost of providing training to them. The evaluation aimed to aid a Best Value Review of the Employment Foundation Scheme and involved desk research, a workshop and telephone consultations with the following:
EFS staff.
Contract managers.
Individuals working for organisations that had undergone a similar process to that being considered for the EFS.
Potential service providers.
Individuals working for organisations within the employment and training field (including those that might be in a position to bid for some of the services provided by the EFS).
