Evaluation of Partners' Council & Participation in Adult Services Directorate

Through gathering the views of staff and other stakeholders, Papworth Research & Consultancy Ltd and InHealth Associates evaluated the participation culture and systems within the Adults Services Directorate of the Social Care Institute for Excellence (SCIE), including the Partners' Council.
The Partners' Council's purpose was to ensure that SCIE's work reflected the needs of people in the social care sector, in particular service users and carers. It comprised representatives of more than 50 organisations including service user and care organisations, voluntary and private sector service providers, professional bodies, trade unions, academics, local authorities, regulatory authorities and health organisations.
Our evaluation focused on diversity, clarity of roles and links to decision making. In both strands of work, we were concerned with impact, effectiveness and outcomes, exploring sustainability, and assessing the extent to which our findings were relevant to the entire organisation.
